Local governments have fought long and hard to clinch additional resources from the total revenue collections of the national government. With the inclusion of tariff collections from trade transactions into the Internal Revenue Allotment now called National Tax Allotment, LGUs are expected to take on all the identified devolved functions that are spelled out in the Local Government Code of 1991.
In this public discussion, DILG’s Bureau of Local Government Development Director Anna Liza Bonagua will walk us through the Devolution Transition Plan that is expected from national government agencies and LGUs,. how this will affect the delivery of agriculture, health, education and other social services, explain what the Growth Equity Fund is all about and some thoughts on how the Local Government Code can be amended to really meet the developments needs of local governments.
