10 LGUs Sign MOAs for Data-Driven Solutions

Ten LGUs recognized the importance of using data and forging partnerships with state universities and colleges, civic society organizations and the private sector towards a data-driven development plan each signed a Memorandum of Agreement (MOA) with the Action for Economic Reforms (AER) for the project Coalescing Organizations towards Locally Led Actions to Boost Development or COLLABDev. COLLABDev is a project co-created by AER and the US Agency for International Development (USAID) that will provide technical assistance to ten pilot areas involving LGUs, SUCs and CSOs.

Each LGU identified their priority focus for the project and formed a local coalition that will implement their data-driven initiatives such as policies and plans, customized participatory design systems (e.g., CBMS, geotagging), and address gaps and weaknesses in their plans. Data management and analytics and capacity building will be provided for each coalition or project site through COLLABDev.

Responsibilities and commitments were defined in the MOA. But more importantly, the MOA galvanizes the resolve of local government leaders to build its capacity to handle data and work with heads of educational institutions, and representatives of CSOs and civic organizations who have sworn to address the needs of their community as a whole.

The ongoing pandemic did not stop MOA -signing events from taking place. The signing between AER and the mayors of each of the ten project sites were held via Zoom in simple online events. Present during the virtual MOA signing were other officials of the LGUs, heads of SUCs and CSOs.
