The COVID-19 pandemic highlighted the importance of data-driven policy making and service delivery, especially for local government units (LGUs). Since the start of the pandemic, LGUs took on a more active role in introducing policies and real-time interventions to limit the rate of infections and attend to the needs of the vulnerable population. While some LGUs responded well to the challenges by using technology and data, many encountered delays.
The baseline survey, focus group discussions (FGD) and key informant interviews (KII) were conducted to help fill the knowledge gap on the LGUs’ existing state of data readiness, culture, and practices. This report provides both quantitative and qualitative evidence on the ten COLLABDev partner sites’ status quo on data-driven development.
