The literature on adaptive management shows that flexibility in terms of management structures, administrative and financial budgets, and the use of monitoring data facilitate the responsiveness of management to ever-changing contexts in development work. In this paper, the Monitoring, Evaluation and Learning Officer of the COLLABDev project documents how the Action for Economic Reforms designed its organization and developed several tools for both external as well as internal monitoring to make decision-making within the project team responsive to its partners needs. The findings of this policy paper show that the COLLABDev project is consistent with the literature on adaptive management.
