Profile and Area of Focus
Located along the north central coast of Mindanao and facing the Macajalar Bay, Cagayan de Oro City, more popularly known as CDO for short, is a 1st class highly urbanized city. Made up of 80 barangays, it is the capital city of the province of Misamis Oriental and serves as the regional center and business hub of Northern Mindanao.
A fast-growing metropolis that attracts tourists who wish to enjoy the thrill of rafting on the mighty Cagayan de Oro River and savor the local cuisine, CDO is also confronted by the myriad problems of a thriving city. One of the challenges is providing decent housing and relocation sites for informal settler families or its increasing number of urban poor, and families who were displaced from their farmlands because of armed hostilities. Many other families were dislocated by fire and natural disasters. On top of housing and shelter, other concerns to attend to are decongesting heavy traffic, addressing increased waste generation, and providing livelihood, education, and health services, among others.
Ready to respond, CDO had crafted a development plan called PRIMEHEAT that will improve the delivery of basic social services and spur local economic development. Initially, it will focus on organizing data on urban poor communities, specifically informal settler families that will guide local programs and policies. As well, data will be collected on housing, livelihood, education, health, and transportation.
The data-driven plan of addressing the socio-economic concerns of its poor is a collaboration of the LGU, the private sector and academe.
